The following is an excerpt from the book, City of Ruin, by Naria Heft. [Originally published five years ago.]
Those fortunate enough to make it out of Kurtow have reported that the absence of law enforcement in the ruins has given rise to dangerous gangs. These roaming scavengers are content to take what they want, will often resort to theft or murder and, to make matters worse, are inadvertently receiving weapons from the unlikeliest of sources.
One ex-Kurtow resident, who joined a PMC in order to leave the megadistrict, claimed to have witnessed a “government-sponsored military exercise” being conducted in the Vangelos District, with large armored vehicles delivered by cargo plane. After the exercises were concluded, where collateral damage was actively encouraged, the soldiers departed—leaving several of the armored vehicles behind. The eyewitness reported that, as soon as the cargo plane lifted off the ground, scavengers moved in to claim the vehicles, later using them to further terrorize nearby residents.
