In the lawless shadow of Kurtow, so-called scavengers are able to act with impunity, without threat of consequence or fear of reprisal. Those who join together to form larger packs of scavengers are often at a distinct advantage over those who do not. Hoarding weaponry earns security and, in turn, power. Likewise, groups with greater access to food, water, and medical supplies wield influence over those in desperate need of such basic necessities and medicine. In essence, this makes the larger, more organized scavengers the preeminent authority within the ruins.
